PLANNING COMMITTEE

Minutes of the meeting of the Planning Committee held at 7.00pm on Thursday, 22 January 2004 at The Institute. Councillor Warrick, Chairman, presided over Councillors Blessett, Shinkins, Anderson (ex-officio member) and the clerk. The Clerk Designate and one member of the public were present. Cllr Stevens arrived during minute 004 (S04/0020). One member of the public arrived during minute 006.

The minutes of the meeting held on 20 November 2003, having previously been circulated, were approved as a true and correct record and signed by the Chairman.

PLANNING APPLICATIONS BEFORE THE COMMITTEE

It was proposed by Cllr Warrick, seconded by Cllr Blessett and unanimously resolved to make no objections to the following applications under the Committee’s delegated powers:

It was proposed by Cllr Warrick, seconded by Cllr Stevens and unanimously agreed to put forward the following recommendations to the Council meeting to be held on 8 January 2004:

005    REPORT OF THE OUTCOME OF EARLIER APPLICATIONS

The following decisions were reported which unless otherwise indicated were in accordance with the Parish Council’s previously recorded observations:

006    PLANNING APPEAL

Members considered the notification of appeal against refusal of planning permission for the change of use from paddock to domestic gardens at the rear of 34 -42 Frognall (S03/0912). It was noted that the Parish Council had offered no objections but since that time, had resolved to support the principles of the Supplementary Planning Guidance issued by the Welland Partnership of which South Kesteven District Council is a member. The Committee paid due regard to paragraph 3.8 of the draft document which states that garden extensions should not be of excessive scale and size. Proposals that involve a small amount of land are more likely to be considered acceptable. Garden extensions that are larger than the existing garden associated with the property are unlikely to be approved’.

In accordance with this guidance, it was proposed by Cllr Stevens, seconded by Cllr Shinkins and unanimously agreed to
recommend that the Parish Council now submits an objection.

As the deadline for submissions to the Inspector is 29 January 2004, the clerk was instructed to issue a letter to this effect
this action to be confirmed at the meeting on 29 January 2004.
