DEEPING ST JAMES PARISH COUNCIL
Minutes of the meeting of the Parish Council held at The Institute on Thursday, 29 July 2004 at 7.30pm. Councillor Warrick, Chairman, presided over Councillors Abel, Auger, Blessett, Dilkes, Helyar, Redgrave, Shinkins, Stevens, Thomas and the clerk. Two members of the press were present. There were 14 members of the public present for the open forum.
123/04 MATTERS RAISED IN OPEN FORUM
11 residents expressed concern and objections about the newly opened skate park, mainly in relation to noise levels, road safety and litter. These issues were later debated in Minute 129/04.9
One local resident expressed concern and objections regarding the Deposit Local Waste Plan and 2 possible sites for waste at Market Deeping, stating a preference for a current private site at Deeping St James. The owner of the site situated within Deeping St James was also present and lodged a protest against the two possible sites at Market Deeping. This issue was later debated in Minute 127/04
One local resident expressed concern over traffic and parking on Bridge St. This matter was later debated in Minute 129/04.8
124/04 APOLOGIES FOR ABSENCE
Apologies for absence were received and the reasons accepted from Cllr Blades for personal reasons, Cllr Chambers due to holidays, Cllr Clare due to community commitments and Cllr Fisk due to holidays.

126/04 MINUTES OF THE PREVIOUS MEETING
The minutes of the meeting held on 24 June 2004 having previously been circulated, were approved as a true and correct record and signed by the Chairman.
127/04 REPORT OF MATTERS ARISING OUT OF THE MINUTES OF THE PREVIOUS MEETING
Deposit Draft Lincolnshire Waste Local Plan- Cllr Thomas reported back to the members and it was proposed, seconded and unanimously agreed the Parish Council’s response would be to state a preference for the current site at Stowgate, Deeping St James as the other two proposed sites were close to housing or other industry and to request an end to the present system of using supermarket car parks as a collection point for waste. Cllr Auger, as a member of South Kesteven District Council did not participate in the debate.
128/04 REPORT ON CASUAL VACANCY FOR PARISH COUNCILLOR
The Clerk reported that no bye-election had been called by the electorate and confirmed that it would be necessary to fill the vacancy by co-option. It was proposed, seconded and unanimously agreed the vacancy should be advertised on the notice boards and in the newsletter and be filled at the meeting to be held on 30 September 2004.
129/04 CORRESPONDENCE BEFORE THE COUNCIL
The Council considered its response to the following correspondence, a summary detailing the content having been previously circulated.

Local Gov. Pension scheme- It was proposed by Cllr Blessett, seconded by Cllr Auger and unanimously agreed for the Parish Council to continue being treated as a ‘pooled employer’. |

Deeping St James County Primary School- School Travel Plans |
It was proposed, seconded and unanimously agreed to support the plans and the Clerk was asked to write to the school emphasising the Council’s support. |

Resident of Eastgate- River weed and conditions |
It was proposed, seconded and unanimously agreed to write to the Environment Agency expressing support for the resident’s complaint. |

Resident from Manor Way- Complaint about condition of alleyway between Millfield and Spalding Road. |
The Clerk reported that the maintenance worker had already been requested to clear litter and nettles etc. |

Resident from Bridge St- Complaint about traffic problems caused by parking on the pavement and request for raised kerbs or bollards to help prevent this from happening. |
It was proposed, seconded and unanimously agreed to write to the Highways Department requesting if kerbs can be raised and for road signage to be changed as previously agreed by the Highways Dept. |

3 sets of residents from Linchfield Road- Complaints regarding noise and times of use of park. |
It was proposed, seconded and unanimously agreed that further banking should be placed to help reduce the noise level (subject to agreement from Insurers) and for a sign to be placed requesting use during set hours of the day and not after dark. It was also proposed, seconded and unanimously agreed to contact the Highways Dept. to discuss the dangers at the entrance/exit and investigate solution. |

Extension of duration of this meeting
In accordance with Standing Order 23 (r) it was proposed, seconded and unanimously agreed to extend the duration of the meeting to permit completion of business.

133/04 FINANCE COMMITTEE
The minutes of the meeting held on 22 July 2004 were presented by Cllr Warrick, It was proposed, seconded and unanimously agreed to accept the recommendations contained therein.
134/04 TRANSPORT COMMITTEE
The minutes of the meeting held on 22 July 2004 were presented by Cllr Warrick. It was proposed, seconded and unanimously agreed to accept the recommendations contained therein with the exception of the dates for the Road Safety Campaign which were amended to w/c 4 October 2004. The Clerk was requested to invite Mr Kevin Brumfield from L.C.C to attend the open meeting to be held on 5 October.
135/04 LIAISON GROUP WITH MARKET DEEPING TOWN COUNCIL
A report of the meeting held on 21 July at 7.30 pm at Market Deeping Town Hall had previously been circulated.
It was proposed, seconded and unanimously agreed to support the opening of a ‘Garden of Remembrance’ off Riverside Park from 7 to 14 November 2004. This would include an opening and closing ceremony with both councils laying wreaths and the opportunity for people to remember people they have lost.
136/04 NOTICE OF RESOLUTION OR RECOMMENDATION
CONSIDERATION OF WATER SUPPLY QUOTATIONS AND OTHER COSTS AND ESTIMATES IN CONNECTION WITH PROPOSED ALLOTMENT GARDENS AT HALL MEADOW ROAD
Due to time limitations, it was proposed, seconded and unanimously agreed to defer this item to the next meeting of the Parish Council on 26 August 2004.
FORMATION OF A COMMITTEE FOR YOUNG PERSONS USING SKATE PARK
Cllr Shinkins reported that she had received a request from young people who use the skate park to form a ‘users’ committee. It was proposed, seconded and unanimously agreed for Cllr Shinkins to organise this group.
