DEEPING ST JAMES PARISH COUNCIL
Minutes of the meeting of the Parish Council held at The Institute on Thursday, 24 June 2004 at 7.30pm. Councillor Warrick, Chairman, presided over Councillors Abel, Auger, Blessett, Chambers, Clare, Fisk, Helyar, Redgrave, Shinkins, Thomas and the clerk. Two members of the press were present. There were 3 members of the public present for the open forum.
107/04 MATTERS RAISED IN OPEN FORUM
3 residents from Eastgate expressed concern and their objections to planning application S04/0774. Their concerns were noted and they then left the meeting.
108/04 CHAIRMAN’S DECLARARATION OF ACCEPTANCE OF OFFICE
Cllr Warrick formally declared his acceptance of office as Chairman for Deeping St James Parish Council.
109/04 APOLOGIES FOR ABSENCE
Apologies for absence were received and the reasons accepted from Cllr Blades for personal reasons and Cllr Stevens due to a work commitment.

The minutes of the meeting held on 20 May having previously been circulated, were approved as a true and correct record and signed by the Chairman.

It was proposed, seconded and unanimously agreed to refer to Transport Committee to use information in conjunction with PC Road Safety Campaign. |

Market Deeping Town Council-Response to request to resume Liaison Group |
It was proposed, seconded and unanimously agreed to hold the next meeting on 21 July at 7.30 at Market Deeping Town Hall. |

Deepings Community Partnership- Notes of meeting held on 20 May 2004 and notification of change of name to Deepings Town Centre Management Partnership. |
The contents were noted and the Clerk was requested to write thanks for £1000 grant towards Skate Park. |

It was proposed by Cllr Shinkins, seconded by Cllr Thomas and unanimously agreed that Jimmy D’s should run Playscheme. |

It was proposed, seconded and unanimously agreed that Cllr Blessett would look at present sings and report back at a later date. |

Resident of Wade Park Ave, Deeping St James – Notification from resident of intention to move their boundary and claim ownership of land in passage at rear. |
It was proposed, seconded and unanimously agreed the Clerk should write and request that they extend their deadline whilst the Clerk makes further investigation of ownership. |

Having regard to probity in matters relating to planning Cllr Helyar and Cllr Auger, as members of S.K.D.C., took no part on matters relating to planning and did not register a vote.
114/04 MINUTES OF THE PLANNING COMMITTEE MEETING HELD ON 3 June 2004
The minutes of the meeting were presented by Cllr Blessett with the exception of ref S04/0691 where having declared a prejudicial interest he left the room whilst this item was considered. It was proposed, seconded and unanimously agreed in relation to S04/0691 and with one abstention in relation to S04/0774 the Parish Council would accept the recommendations contained therein.

2. FINANCIAL MANAGEMENT SEMINAR 14 SEPTEMBER 2004- It was proposed seconded and unanimously agreed to the Clerks attendance at this seminar.
PLAYSCHEME FUNDING- It was proposed, seconded and unanimously approved to pay £2177.50 to Jimmy D’s for funding of summer Playscheme.
REPORTS- Cllr Redgrave left the meeting at 9.00pm
117/04 PLAYING FIELD COMMITTEE
The minutes of the meeting held on 10 June 2004 were presented by Cllr Shinkins, Chair of the Committee. She informed members that installation of the equipment would be on 6 & 7of July 2004. It was proposed, seconded and unanimously agreed to approve the minutes and the recommendations contained therein, to appoint Saturday 17 July 2004 at 1.30 pm as the date for the official opening and for the Playing Field Committee to make arrangements for the format of the opening. Cllr Warrick gave apologies for not being present due to a work commitment at that time.
118/04 CEMETERY COMMITTEE
The minutes of the meeting held on 17 June 2004 were presented by Cllr Auger. It was proposed, seconded and unanimously agreed to accept the recommendations contained therein.
119/04 FINANCE COMMITTEE
The minutes of the meeting held on 17 June 2004 were presented by Cllr Chambers. It was proposed, seconded and unanimously agreed to accept the recommendations contained therein.
120/04 ANNUAL RETURN FOR FINANCIAL YEAR ENDING 31 MARCH 2004
It was proposed by Cllr Chambers, seconded by Cllr Shinkins and unanimously agreed to approve the Annual Return, which had been prepared by the Finance Committee, the Clerk & Responsible Financial Officer and the Internal Auditor in accordance with the Accounts & Audit Regulations 2003
121/04 NOTICE OF RESOLUTION OR RECOMMENDATION
1. GRANT AID ASSISTANCE
Cllr Warrick, having given notice of recommendation that the Council considered the next round of applications for grant aid assistance in accordance with the Council’s procedures on grant aid, requested that the following application received by the closure date be debated:

2. Allotment Gardens- Cllr Fisk reported that the quotations for the water supply were much higher than previously thought as the quote from Anglian Water had not included any pipe work within the allotment gardens. It was proposed, seconded and unanimously agreed that the Clerk should bring a full breakdown of costs to the next meeting for further consideration.
3. Deepings Health Centre- Cllr Shinkins expressed concern at the apparent reduction in service to the local community. It was agreed that Cllr Shinkins would draft a letter for consideration at the next meeting.
4. Priory Project- Cllr Blessett reported on the newly proposed Priory Project to improve the facilities at the church hall which is aimed at benefiting the local community in general. He reported that there would be a meeting about the project on 20 July 2004.
