DEEPING ST JAMES PARISH COUNCIL


Minutes of the Meeting of the Parish Council held at The Institute on Thursday, 25 March 2004 at 7.30pm. Councillor Anderson, Chairman, presided over Councillors Abel, Blessett, Chambers, Clare, Dilks, Fisk, Helyar, Redgrave, Shinkins, Stevens, Thomas, Warrick and the clerk. Two members of the press were present. There were no members of the public.



056/04 APOLOGIES FOR ABSENCE


Apologies for absence were received and the reasons accepted from Cllr Blades due to a work commitment and Cllr Auger due to illness.


057/04 DECLARATIONS OF INTEREST-


058/04 MINUTES OF THE PREVIOUS MEETING


The minutes of the meeting held on 26 February having previously been circulated, were approved as a true and correct record and signed by the Chairman.


059/04 NEW PARISH COUNCILLOR


Cllr Thomas Clare was welcomed as the newly co opted member of Deeping St James Parish Council

by the Chairman and introduced to the other members.

Co- operative Development Agency

Cllr Helyar gave a verbal report on the event to raise awareness of Social Enterprise in the county held 11 March 04.


061/04 CORRESPONDENCE BEFORE THE COUNCIL


The Council considered its response to the following correspondence, a summary detailing the content having been previously circulated.


SKDC- Invitation to participate in Summer Playscheme

It was proposed by Cllr Warrick, seconded by Cllr Chambers and unanimously agreed to participate in the Playscheme, subject to an advertisement being placed and a suitable group or person running it on behalf of the Council.

Lincolnshire County Council- Copy of letter to Government Office East Midlands regarding refusal of design for High Locks Footbridge.

It was proposed by Cllr Anderson, seconded by Cllr Dilks and unanimously agreed to write to East Midlands Office expressing support for County Council design.

LCC- Trees Love Campaign

LCC-Highways- Notification to install raised kerb in vicinity of office to aid access to low floor buses.

Office of the Deputy Prime Minister-

The Parish Council noted that there were two copies of consultation papers with proposals to issue regulations and guidance to monitoring officers. Cllrs were invited to inspect and report back if applicable.

Lincolnshire Police Authority- notice of Local Police Forums

It was noted that the date of the local meeting was on 29 April 04 which was the next Parish Council meeting and that the Clerk would write with apologies and a request to be advised of the outcome.




7.

Health & Safety Executive- Request for notification of fairground events.

It was noted that no such events were to be held in Deeping St James.




8.

Lincs Energy Efficiency Advice Centre- offer of free presentation to Council

The Clerk was asked to suggest that attendance at an event within the Deepings would be more beneficial to the local community.




9.

Dti, Defra- promotion of partnerships to promote Broadband internet access.

As Broadband is available in Deeping St James, a response was not required.




10.

The Local Channel- invitation to adopt free service for Council website.

The invitation was noted but members were in agreement that present service was sufficient.

Lincolnshire Association of Local Councils- notification of Consultancy Service

Noted




12.

Lincolnshire Association of Local Councils- AQA Training and workshops at a cost of £90 for the Clerk.

It was proposed, seconded and unanimously agreed by the Council for the Clerk to undertake this training course.

Lincolnshire Association of Local Councils- Guidance notes on Councillors working for their Council

It was noted that a copy is available with the Clerk.




14.

ROSPA- Note regarding annual inspections of playgrounds and skate parks

Referred to Playing Field Committee.

The Allotments Regeneration Initiative- application form for grant programme

Referred to Allotments Committee.

Allianz Cornhill- Notification of increase Excess of £200 in respect of claims arising from Malicious Damage, Theft or any attempt thereat

Noted but Clark is to investigate other possibilities.

Invoice and notification regarding damage to headstone, cemetery tap, Broadgate Lane Bus Shelter, Crowson Way Bus Stop and Jubilee Playing Field. The Clerk was asked to contact Robinson Construction to contact Cllr Anderson regarding potential hazard in Jubilee Playing Field.

066/04 FINANCE COMMITTEE

The minutes of the meeting held on 16 March 2004 were presented by Cllr Chambers, Chair of the Committee. It was proposed by Cllr Anderson, seconded by Cllr Stevens and unanimously agreed to accept the recommendations contained therein.


067/04 ALLOTMENTS COMMITTEE


The minutes of the meeting held on 18 March 2004 were presented by Cllr Anderson, Chair of the Committee. It was proposed by Cllr Anderson, seconded by Cllr Stevens and unanimously agreed to approve the minutes.

068/04 MOTION TO EXCLUDE THE PUBLIC AND PRESS


In accordance with Standing Order 63, it was proposed by Cllr Anderson, seconded by Cllr Chambers and unanimously agreed that, in accordance with Section 1(2) of the Public Bodies (Admissions to Meetings Act) 1960 the public and press be excluded from the meeting during the following item of business due to its confidential nature.


069/04 PLAYING FIELD COMMITTEE


The minutes of the meeting held on 16 March 2004 were presented by Cllr Shinkins, Chair of the Committee. It was proposed by Cllr Shinkins, seconded by Cllr Stevens and agreed by 12 votes with 1 abstention to accept the recommendations contained therein.

Cllr Shinkins then reported on the tenders for the proposed Skate Park and after some discussion it was proposed by Cllr Warrick, seconded by Cllr Fisk and agreed by 12 votes with one abstention to award the tender for the construction and supply of equipment to Russell Leisure Ltd.

070/04 TRANSPORT COMMITTEE


The minutes of the meeting held on 18 March 2004 were presented by Cllr Chambers, Chair of the Committee. It was proposed by Cllr Shinkins, seconded by Cllr Stevens and unanimously agreed by the Council to accept the recommendations contained therein. This included a proposal that the Clerk should write to Market Deeping Town Council with a suggestion to re-establish the liaison group between the two councils.


071/04 CLERKS REPORT


The Clerk requested to amend the date of the next Cemetery Committee to 20 April 2004 and confirmed that the date for the next Council meeting was 29 April 2004.

Macmillan Cancer Relief

To help enable work of charity

There was a long debate and whilst the Parish Council agreed the work of the Charity is invaluable, it was proposed, seconded and unanimously not to award grant aid.



Parish Plan- It was proposed, seconded and unanimously agreed by the Council this should be postponed for consideration at a later date

Annual Parish Meeting- It was proposed, seconded by and unanimously agreed by the Council that the meeting should be advertised in the Council Newsletter and that tea, coffee and biscuits should be available at the meeting on 13 May 2004.

Litter problems resulting from take away food outlets- It was proposed by, seconded and unanimously agreed by the Council that the Clerk should write to the owners of local ‘take ways’ requesting them to keep areas outside their establishment in a clean and tidy condition.

Cllr Fisk gave feedback to the response to the recruitment advert and reported that interviews were due to take place on 1 April 2004.

Parking Problems outside Local Nursery

Cllr Shinkins requested that this be placed on the Agenda for the April meeting

Cllr Abel reported that there had been a recent theft.
