DEEPING ST JAMES PARISH COUNCIL

Minutes of the Meeting of the Parish Council held at The Institute on Thursday, 26 February 2004 at 7.30pm. Councillor Anderson, Chairman, presided over Councillors Abel, Blades, Blessett, Chambers, Dilks, Fisk, Helyar, Shinkins, Stevens, Thomas and the clerk. One members of the press were present. There were no members of the public.


040/04    REPRESENTATIVES FROM ANGLIAN WATER TO DISCUSS WASTE PIPE NEAR HIGHLOCKS FOOTBRIDGE
    
    welcomed Melissa Tallack and Lisa Connell from Anglian Water. It was reported that Anglian Water had assessed the pipe on health & safety grounds and had not found any problems; Although Anglian Water had no objection to the pipe being moved for aesthetic reasons, they would not provide funding for this purpose as there were no health and safety issues and the pipe is functioning well.
    The Council expressed regret that no information was available as to costings for the moving and replacing of the pipe. It was agreed that Anglian Water would contact Lincolnshire County Council to discuss further.
    Cllr Anderson, on behalf of the Council, thanked both for attending the meeting.
    
041/04    APOLOGIES FOR ABSENCE

Apologies for absence were received and the reasons accepted from Cllr Warrick due to a work commitment, Cllr Redgrave due to family holiday and Cllr Auger due to a District Council commitment.

043/04        MINUTES OF THE PREVIOUS MEETING

The minutes of the meeting held on 29 January 2004, having previously been circulated, were approved as a true and correct record and signed by the Chairman.

044/04        CO-OPTION FOR VACANCY OF PARISH COUNCILLOR

        The clerk reported that one letter of application had been received. It was proposed by Cllr Anderson, seconded by Cllr Fisk and unanimously agreed to co opt Mr Thomas Clare as a member of Deeping St James Parish Council.

045/04        REPORT OF MATTERS ARISING OUT OF THE MINUTES OF THE PREVIOUS MEETING


029/04.3 Peterborough Hospital The Clerk was asked to contact the hospital again for application forms for the Trust as none had been received.


046/04        CORRESPONDENCE BEFORE THE COUNCIL

The Council considered its response to the following correspondence, a summary detailing the content having been previously circulated.    


    
1.        
Spalding Grp Ramblers Association The Council were pleased to learn of the associations support for extension of new footpath east of Deeping St James to Crowland and for providing evidence of a completed walk. It was proposed, seconded and unanimously agreed to contact Crowland Parish Council to see if they would also be in support of extending the footpath and to send a letter of thanks to Spalding Group Ramblers Association.

2. LCC Letter from newly appointed Access Promotion Officer offering possible help in identifying and promoting local walks and developing new walking routes using existing footpath network.- It was proposed, seconded and unanimously agreed to contact her to see if help is available with regard to extending the new footpath.
3. TTR Locksmiths Quote for barriers at proposed allotments- referred to Allotments Committee. Clerk to obtain two further quotes.
4. ROSPA Comments on proposals for proposed skate park- Referred to Playing Field Committee.
5. SKDC Democratic & Legal Services Copy of letter from Standards Board for England clarifying two issues in relation to the register of interests concerning membership of the Freemasons and political party councillor associations- The Chairman requested that any of the members of the Council for whom this applied, should register their interests.
6. SKDC Notice of award of £1000 for proposed skate park with request for grant to be used by 31 March 2004- referred to Playing Field Committee.
7. Peterborough City Council Response to letter from Parish Council 9 December regarding improvements to bus service. referred to Transport Committee.
8. LCC Two copies of draft drawings of High Locks Footbridge. It was noted that Conservation Area Consent has not yet been notified. If consent is given, work is due to commence end of March.
9. LCC Request for comments on transport in Lincs with regard to working towards the 2nd Lincs Local Transport Plan- It was proposed , seconded and unanimously agreed to request Cllr Warrick to reply on behalf of the Council.
10. Lincolnshire Co- operative Development Agency Notification from LCDA, that together with Urban Challenge, an free event to raise awareness of Social Enterprise in the county was to be held 11 March 04. Cllr Helyar volunteered to represent the Council and report back at the next meeting.
11. Market Deeping Health check Letter confirming themes, groupings and requesting feedback.
However, there had been insufficient time from receipt and Council meeting to provide feedback.

13. Rotary Club Letter requesting use of Linchfield Rd Playing Field for start and finish of race on 9 May 2004 and thanking the Council for using for same last year. It was proposed, seconded and unanimously agreed to allow but also inform the Rotary Club that work may have commenced by that stage for the proposed skate park.
14. Deepings Community Trust Ltd Invitation to Presentation Evening on Monday 8 March to explain future plans for Community Centre with opportunities for more involvement and a letter of thanks for past support.

Forward of suggested format of letter for Parish Council to use if they wish to complain to local MP with regard to members allowances and expenses as affected by The Local Authorities (Members’ Allowances) (England) Regulations 2003. It was proposed, seconded and unanimously agreed for the Council to send the letter to John Hayes MP.
16. Victim Support Lincs Request for display of notice and for grant aid. Approval was given to display notice on Parish Council notice board. The Clerk had already sent application form for grant aid.
17. Lincolnshire Police Notice of mobile station at Deeping St James on 1 April 04. Approval was given to a request to display the notice on the Parish Council notice board.
18. Deepings Rugby Club Invitation for members to have photograph taken with the Webb Ellis World Cup Trophy on 4 March 2004 and a request for grant aid. The Clerk had already sent application form for grant aid.

The minutes of the meeting held on 17 February 2004 were presented by Cllr Shinkins, Chair of the Committee. It was proposed by Cllr Shinkins, seconded by Cllr Stevens and agreed by 10 votes to 1 to accept the recommendations contained therein.

The minutes of the meeting held on 19 February 2004 were presented by Cllr Anderson, Chair of the Committee. It was proposed by Cllr Anderson, seconded by Cllr Stevens and unanimously agreed to accept the recommendations contained therein.

NOTICES OF RESOLUTION/RECOMMENDATION

1.Appointment of Parish Maintenance Worker
    
The Clerk issued copies of proposed job descriptions and specifications to the members.
It was then proposed, seconded and unanimously agreed for a working party consisting of Cllrs Blesset, Fisk and Stevens to have delegated powers to advertise the vacancy and to appoint a suitable candidate.
    
2.Youth Council- use of Deeping St James Parish Council Office for registered address

It was proposed by Cllr Shinkins, seconded by Cllr Thomas and unanimously agreed to allow Deeping St James Youth Council to use the Parish Council office address to enable them to have a suitable address for the purpose of opening a bank account.

3.Councillors Mileage Allowance and Councillors Participation Allowance

    These agenda items were referred to the next meeting of the Finance Committee on 16 March 2004.

4.Highways Disruption    
    
It was proposed, seconded and unanimously agreed for the Clerk to contact the Highways Department regarding unnecessary disruption to highways caused by temporary traffic lights.

5. Representation of local council house tenants              
    
The Clerk was requested to obtain numbers of such tenants within Deeping St James and report back to the Council for consideration of representation.     

055/04    PARISH PUMP


.1 Crowson Way Cllr Anderson reported that underage drinking and petty vandalism was still taking place in this area. It was also reported there was a considerable amount of litter resulting from take aways’ from the local area. The Clerk was requested to put an item on the agenda for 25 March to consider requesting shop owners to ensure that areas outside their shops and business are kept clear of litter.
.2 Thefts Cllr Abel reported on a number of break ins’ to local clubs the previous evening.
