DEEPING ST JAMES PARISH COUNCIL

Minutes of the Meeting of the Parish Council held at The Institute on Thursday, 29 January 2004 at 7.30pm. Councillor Anderson, Chairman, presided over Councillors Abel, Auger, Blessett, Chambers, Dilks, Fisk, Helyar, Redgrave, Shinkins, Stevens, Thomas and the clerk. Two members of the public and two members of the press were present.

023/04    MATTERS RAISED IN OPEN FORUM    

·    Parking congestion-    A resident reported problems caused by customers visiting commercial premises in Bridge St and asked for the council’s support in improving the situation. The clerk is to contact the Highways Department at LCC to ask if double yellow lines can be placed at the problem area.
·    Unsociable behaviour- A local business man reported unsociable behaviour and underage drinking by young people outside the retail units in Thackers Way. Members expressed both awareness and sympathy with this situation. It was reported that following liaison with local licensees, proposals were underway to introduce ID cards in local licensed premises in an attempt to reduce the problem of underage drinking. Members also spoke of the proposed skate park which would also be aimed at reducing unsociable behaviour. It was reported that more funding was still required and that support from local business would be gratefully appreciated.         

024/04        PRESENTATION BY REPRESENTATIVES OF THE COMMUNITY COUNCIL OF LINCOLNSHIRE
    ON PARISH PLANS AND THE PARISH PLAN GRANT SCHEME

    
Members welcomed Janet Clark and Mary Walker from the Community Council of Lincolnshire and listened to an informative talk on parish plans and the parish plan grant scheme. It was agreed to consider this in more depth at the next meeting on 26 February 2004.         

025/04    APOLOGIES FOR ABSENCE

Apologies for absence were received and the reasons accepted from Cllr Warrick due to a work commitment and Cllr Blades due to family commitments.

027/04        MINUTES OF THE PREVIOUS MEETING

The minutes of the meeting held on 8 January 2004, having previously been circulated, were approved as a true and correct record and signed by the Chairman.

028/04        CO-OPTION FOR VACANCY OF PARISH COUNCILLOR

        The clerk reported that no letters of application had been received. It was proposed, seconded and unanimously agreed to extend the notice of the vacancy to be filled by co-option following advertisement on the Council’s notice boards, website, school notice boards and at the library with letters of application to be received by 12 noon on Wednesday 25 February 2004.

029/04        REPORT OF MATTERS ARISING OUT OF THE MINUTES OF THE PREVIOUS MEETING


.1 Linchfield Road Traffic Problems 018/04 The clerk was asked to write a letter of thanks to the local L.C.C Highways Office thanking them for their speedy response to the request for road markings.
030/04        CORRESPONDENCE BEFORE THE COUNCIL
    
The Council considered its response to the following correspondence, a summary detailing the content having been previously circulated.    

        
.1 Deeping St James United Charities The revised offer to let the second office at an annual rent of £1,575 to include all furnishings and payment of rent from 1.2.04 to 31.03.04 for the sum of £262.50 was proposed by Cllr Auger, seconded by Cllr Dilks and unanimously agreed.
.2 L.C.C Highways Drawings of the proposed traffic calming scheme for Linchfield Road, Horsegate Lane and Spalding Road approaches to the crossroads near the school. It was proposed by Cllr Auger, seconded by Cllr Thomas and unanimously agreed to earmark £1079.78 to meet the cost.
.3 Peterborough Hospitals- Information on Trust and application form for membership -The clerk was asked to request 15 application forms for members to consider completing.
.4 Deepings Practice- Information about car scheme -The clerk was asked to contact the organiser to obtain permission to give details of the scheme in the Council’s newsletter.
.5 L.C.C Education and Cultural Services Notification of second round for applications (village halls /recreation). There were no suitable schemes eligible.

.6 Stamford Volunteer Bureau Request to include an article in a future edition of the Council’s newsletter. It was agreed that a text of 150 words would be sufficient and the clerk was asked to contact them to arrange.
.7 Resident of Deeping St James- Request for a community Christmas Tree - After some discussion, it was proposed, seconded and agreed by 6 votes for, 5 against and 1 abstention to form a working party to investigate the feasibility.
.8 Lincolnshire Access Forum It was proposed by Cllr Anderson, seconded by Cllr Auger and unanimously agreed to obtain a free video on how to meet requirements under the Disability Discrimination Act 1995 with a postage /package charge of £1.50.
.9 Rural Transport Partnership Notice of availability of funds towards small-scale transport schemes-

.10 Resident of Eastgate Request for traffic calming for Eastgate- Referred to Transport Committee.
.11 Resident of Foxgloves Request for screen of shrubs at the rear of the bus shelter- Referred to Transport Committee.
.12 Deepings Recycling Centre Copy of letter sent to L.C.C regarding various highway problems in the vicinity of the centre- Referred to Transport Committee.
.13 Other items noted ·    Deepings Recycling Centre- Letter of acknowledgement for the supply of trees from the 2004 allocation
·    Deepings Recycling Centre- Copy of letter to L.C.C. & S.K.D.C, concern that recyclable goods are being collected and sent to landfill. Request that all such goods are directed to recycling centre.

2.    RENOVATION OF ORNAMENTAL VILLAGE SIGNS- It was proposed by Cllr Stevens, seconded by Cllr Helyar and unanimously agreed to proceed with quotation for repairing the ornamental sign near the police station and to investigate replacement suppliers for the sign near Frognall.

3.    PLANTING OF HEDGING AT PROPOSED ALLOTMENTS- It was proposed by Cllr Fisk, seconded by Cllr Shinkins and unanimously agreed to accept the lowest quotation for the planting for £507.50.

The minutes of the meeting held on 22 January 2004 were presented by Cllr Shinkins, Chair of the Committee. It was proposed by Cllr Shinkins, seconded by Cllr Dilks and agreed by 12 votes to 0 against with 1 abstention to accept the recommendations contained therein.     
    
035/04            MEETING TO CONSIDER COUNCIL’S RESPONSE TO THE SOUTH KESTEVEN DISRICT COUNCIL PRIOITY REVIEW    

            
It was proposed, seconded and unanimously agreed to accept the recommendations discussed at the meeting on 15 January 2004.         
            
036/04            MARKET DEEPING HEALTHCHECK

Cllr Blessett gave a verbal report on the meeting held on 15 January 2004.

037/04            LICENSEE’S MEETINGS HELD ON 2 DECEMBER 2003 AND 27 JANUARY 2004
            
            It was proposed, seconded and unanimously agreed for the Council to support the local licensee’s to introduce an ID card system. The clerk was asked to write to all local licensees informing them of the Council’s support.     
        
NOTICES OF RESOLUTION/RECOMMENDATION

038/04    The Council debated the notices which had been recently displayed on lamp posts in the vicinity of Crowson Way public open space in response to problems in the area on Friday nights. Whilst he sympathised with the problems, Cllr Anderson expressed concern that this could encourage a vigilante’ approach. However other members concluded that the advice given in the anonymous poster was accurate and expressed their wishes that the writer attend a Council meeting to hear the Council’s responses to the anti social behaviour.

PARISH PUMP


.1 Market Deeping Health Centre Cllr Stevens reported there would be a meeting concerning the Health Centre in March and would try and confirm the date at the next meeting on 26 February 2004.
.2 Vandalism to saplings Cllr Shinkins expressed concern that young people had been accused of the damage and theft without actual proof.
.3 Webb Ellis Rugby Union World Cup Cllr Anderson reported that councillors were invited to see the Webb Ellis Rugby Union World Cup when it visits the Deepings Rugby Club on Thursday 4 March 2004 between 12 noon and 1pm.
.4 Manor Way car park development Cllr Shinkins requested the clerk to speak with the Planning Enforcement Officer regarding the restricted covenant and that fewer parking spaces appear to be developed than granted in the Planning Permission.
.5 Deepings School Cllr Dilks reported on the recent success in the national league tables and of the report in a national newspaper showing the school was No 1 for A level results. The clerk was asked to write a letter of congratulations to the Head teacher, staff and pupils.
The meeting closed at 9.50 pm.
