DEEPING ST JAMES PARISH COUNCIL

Draft minutes of the meeting of the Parish Council held at The Institute on Thursday, 31 October 2002.
Councillor Fisk, Chairman, presided over Councillors Abel, Anderson, Auger, Chambers, Lewis, Shinkins, Stevens, Warrick, Watkins and the clerk. One member of the public was in attendance.

060    MATTERS RAISED IN THE OPEN FORUM


.1 Road markings on Bridge Street A resident enquired about the various markings. It was presumed they were in respect of the proposed traffic calming works. The clerk will enquire and report back.
061    APOLOGIES FOR ABSENCE were received from Councillors Dilks and Thompson.

062    DECLARATIONS OF INTEREST

Cllr Shinkins notified a personal interest in minute 066 ref. S02/1311 as she was known to applicant and completed the Register accordingly.

063    MINUTES OF THE PREVIOUS MEETING

The minutes of the meeting held on 26 September 2002, having previously been circulated, were approved as a true and correct record and signed by the Chairman after it was resolved to correct minute 053.1 to read Planning’ instead of Finance’ and minute 053.4 to add the words construction of a bay to’ in place of extensions’.

064    MATTERS ARISING OUT OF THE MINUTES

.1 Re-cycling centre (052.1) The clerk reported that due to an internal reorganisation of personnel in October a new officer had been assigned to the case. The clerk and County Councillor had been present at a site meeting to discuss the exemption license at which the new officer had also been present. The clerk reported that slow progress was being achieved in determining whether exemption applied to this site or if a full application would ultimately be required.
.2 Memorial (052.4) The clerk reported excellent press coverage had been received for this event. Members of the Memorial Group wished to continue meeting for the time being to oversee maintenance.
.3 Bus services campaign (053.3) Cllr Warrick advised that a productive meeting had been held with the Transport Manager for Stagecoach East and the company’s response was now awaited. It was confirmed that the Parish Transport Grant is available for this type of scheme.
.4 Railway station (053.4) The response from Central Trains was noted. The Head of Transport Services for Lincolnshire County Council echoed members’ disappointment and frustration at the lack of progress. It was agreed to leave the matter on the table.
.5 Daffodil bulbs (053.6) Cllr Fisk reported that the bulbs were now available for planting.
.6 Traffic calming (054.1) The clerk reported that, as requested, the professional advice of the Highways Officer had been obtained concerning the design of the road patches. It was reported that in his opinion, one large block would be more effective than three smaller ones at these locations. It would not be possible to raise the road surface to act as a rumble strip due to the noise this would create in the adjacent properties. Cllr Dilks had informed the clerk that he was happy to accept this advice. The clerk advised that the order had been placed to enable completion of the works by Christmas. This action was confirmed.
.7 Alcohol ban (054.4) S.K.D.C. has confirmed that the matter is under review and will ultimately require a decision of the full Council rather than the portfolio holder if a ban on consumption in named public spaces is to be confirmed.
.8 Caravan storage (055) The Planning Authority has advised that the need to apply for consent depended on a number of factors which would require individual investigation. This was noted.
.9 Cemetery railings (057.4) The clerk confirmed that the painting works were now completed.
.10 Grant aid (058.1) Acknowledgements of grant assistance were received from the Over 60’s Club and the Deepings School. It was reported that the School had reached their target on time.
065    CORRESPONDENCE


.1 Review of funding formula LCC & Police Members heard that Lincolnshire County Council and Lincolnshire Police Authority were concerned that changes to the formula would disadvantage rural areas such as Lincolnshire and result in significant service cuts. Although it was understood that the Local Government Minister had given some reassurance it was resolved to write to the Government in support of both L.C.C. and L.P.A. concerns.
.2 EMDA/Welland Partnership economic strategy Consultation documents on future strategy were made available. The clerk reported that under the Welland sub-strategic partnership there existed a grant opportunity for assistance towards the Jubilee Playing Field project. As the deadline for initial applications closed before the Council meeting, the clerk had submitted an application on the Council’s behalf. The clerk reported that this had been successful and that a full application was now sought. The Economic Development Manager from South Kesteven District Council had agreed to offer advice and assistance in its completion, as it was a highly technical document. This action was welcomed and confirmed.
.3 Complaint cycling on paths A resident complained about cyclists using pavements without due care and consideration for pedestrians and requested that the Council asked the police to take enforcement action. Members agreed that the roads were now suitable for use by secondary-aged children and adults but felt that younger children would be safer on the pavements, provided that consideration to pedestrians was given. It was also agreed that lights should be used when conditions dictate for the safety of both cyclists and other road users. The clerk was instructed to write to the police as requested by the resident and to also write to the schools requesting their co-operation in making pupils aware of the law and safety issues.
.4 Parish street map A request was received for a street map with an A Z index to be placed on bus shelters and notice boards throughout the parish. It was agreed that the Parish Council did not have the resources for this type of map and that as it would be beneficial to cover the wider area, it should be referred to the Deepings Community Partnership for its consideration.
.5 Remembrance Day Langtoft branch of the Royal British Legion will be observing the two minutes silence at 11am on Monday, 11 November 2002 at the new Memorial. Representatives from Deeping St James Parish Council, Market Deeping Town Council and West Deeping Parish Council have been invited to attend. It was resolved that Cllrs Lewis and Warrick would represent the Parish Council with an open invitation for any other Councillor to attend.
.6 Clerks’ salary review Notification of the final settlement for the financial year 2002/03 was received and it was agreed to apply the scales in accordance with the resolution made at the August meeting.
.7 Other items noted ·    Cornhill Insurance: Approval of insurance claim for damaged information board at the Thackers Way shelter.
·    Lincolnshire Association of Local Councils: Request for participants in forthcoming radio interview on changes facing parish councils Cllr Lewis volunteered to take part.
·    SKDC: Play Leaders de-brief meeting and pre-planning for 2003 on 18 November 2002.
·    Peterborough City Council: Confirmation of withdrawal of proposal to build on land south of Market Deeping town bridge.
·    LCC Highways: Need for police referral to investigate barrier provision in Swallow Walk.
·    LCC Highways: Inability to pursue contractor responsible for removing the safety barrier outside Jubilee Playing Field. The clerk to ascertain cost of replacement and whether a contribution would be forthcoming from LCC.
·    Lincolnshire Valuation Tribunal: Cemetery revaluation appeal hearing set for 5 December 2002 at Spalding clerk to represent the Council.
·    LCC Highways: Notification of closure of Linchfield Road for pipe laying clerk to ascertain whether Jubilee Playing field is affected.
·    Environment Agency: Floodline newsletter.
·    Lincolnshire Police Authority: Notification that the next Local Policing Forum will be held at Queen Eleanor School, Stamford on Thursday, 23 January 2003.

066    PLANNING MATTERS

Having regard to S.K.D.C.’s probity in matters relating to planning, Cllr Auger took no part in the discussion and did not register a vote. The Chair of the Planning Committee presented the Committee’s recommendations agreed at its meeting before the Council meeting. It was unanimously resolved to accept the recommendations and submit the following observations to the applications before the Council:

Cllr Anderson advised of a breach of planning consent at the Linchfield Road development as the site office had been built on farmland on the eastern side of the road. This had been reported to the Enforcement Officer but the clerk reported that no response had been received to date. Several directional signs had also been attached to lampposts throughout the area. The clerk was instructed to follow up both issues.

068    REPORTS


.1 Cemetery Committee The minutes of the meeting held on 30 September 2002 were received. It was unanimously resolved that in respect of unauthorised planting and/or memorials on graves in section D no action would be taken provided that the graves are satisfactorily maintained and retrospective permission for an unauthorised memorial is sought. The Council resolved that the application fee would be waived in these circumstances but, in future, additional memorials would attract the standard fee in force at the time. It was further resolved that the Parish Council reserved its right to remove and clear any grave which, in its opinion, was not kept in good order or permission for an additional memorial had not been obtained. New regulations, to be strictly enforced, would be introduced for the next cemetery extension. The proposed scale of fees was reviewed. It was unanimously resolved to accept the fee structure as presented except for the removal of the fee for the burial of a still born child or child under one month of age at time of death, and a clarification of the wording concerning the applicable fee for the interment of ashes in burial plots in the interests of the best use of land being fairly achieved.
.2 Finance Committee The minutes of the meeting held on 17 October 2002 were received and approved. It was agreed to the matter of adoption of standing orders would stand adjourned to the next meeting to enable all members to have sufficient time to digest their content.
.3 Drugs Awareness meeting Cllrs Shinkins and Stevens reported that the meeting held on 14 October 2002 had been a success with over 100 adults and young people attending to hear presentations from a variety of experts. Cllr Stevens suggested that a follow-up meeting of the steering group would be useful to consider issues, which had arisen from the meeting. It was agreed to contact Market Deeping Town Council to arrange a suitable date.
.4 L.A.L.C. AGM Cllr Warrick circulated his report of the AGM held at Horncastle on Saturday, 26 October 2002. Issues covered included grant aid opportunities through the Countryside Agency’s Vital Villages Scheme, Quality Parish Status and the formal accreditation process for local council clerks. It was also reported that there would be a significant increase in membership subscriptions for the forthcoming year to cover the Association’s additional costs due to the unprecedented increase in important issues affecting Parish Councils. Cllr Warrick was thanked for his comprehensive report and for attending on the Council’s behalf.
.5 Jubilee Playing Field project - update The clerk reported that South Kesteven District Council had approved a grant of £12,500, the maximum under its scheme, and that Lincolnshire County Council had indicated that a grant was likely from its Community Safety Fund. The clerk was invited to a meeting at S.K.D.C. offices on 15 November 2002 to discuss the National Lottery application and information had been obtained from the Community Council of Lincolnshire for a Vital Villages Community Services grant application. S.K.D.C. has confirmed that the cost of installing the C.C.T.V. camera would be in the region of £19,000 and that it would meet annual maintenance and monitoring costs thereafter.
069    ITEMS TABLED FOR DISCUSSION


.1 D.M.P. Launch Cllr Shinkins reminded members that the launch of the new Deepings Community Partnership would be held on 21 November 2002 at the Community Centre and that all were invited. As the Council’s representative on the Partnership, she would be making a presentation on the Council’s plans for youth facilities. Members heard and unanimously approved the draft presentation.
.2 Dangerous junction near the Deepings School Cllr Stevens drew members’ attention to the recent accident at this junction and felt that the Council should now be putting increased pressure on the Highways Department to have safety improvements at this particularly dangerous junction. It was noted that the Council had made several suggestions over the years but whilst the road was classed as a trunk road, none ever came to fruition. Now that the Highways Department has taken over responsibility for the road, it was unanimously resolved that the clerk be instructed to put forward the various options discussed to the Highways Department for investigation and comment. The Deepings School will also be invited to support the Council in its endeavours.
.3 Future of Hereward Way play area Notwithstanding the Council’s agreement to survey residents’ opinion before making a decision on the location of the proposed cemetery extension, Cllr Warrick drew to members’ attention the possibility of relocating the play equipment to the amenity area between the shops, catholic church and primary school on Manor Way. He believed that this area was in need of rejuvenation and its proximity to the other facilities, together with the fact that it was overlooked by the CCTV camera, made it an ideal location should the play area be needed for burial purposes as had been originally intended when the land was purchased. This idea was well received by some members but others felt that it might be too close to the sheltered accommodation and other residential properties. It was agreed to bear the suggestion in mind when the decision about the cemetery extension is made at the next meeting.
070    PARISH-PUMP


.1 Date of December meeting It was noted that the usual timetable for meetings would mean that the December meeting would fall on Boxing Day. It was informally agreed that the date be moved by one week to Thursday, 2 January 2003.
