Minutes of the meeting of the Transport Committee held at 7.00pm on Tuesday, 18 May 2004 at The Institute. Councillor Chambers, Chair, presided over Councillors Blessett, Cllr Warrick (left at 7.20 pm) and the Clerk. No members of the public were present.

021 MINUTES OF THE PREVIOUS MEETING
The Minutes of the meeting held on 22 April 2004, having previously been circulated, were approved as a true and correct record and signed by the Chair.
022 ROAD AND TRAFFIC SIGNS
Following complaints regarding unnecessary heavy traffic through Bridge St, Church St and Eastgate to Crowland, it proposed, seconded and unanimously agreed to recommend that the Clerk write to LCC to request road signs directing traffic to Crowland via the former A16 and Hards Lane in both directions to avoid the above mentioned roads and that a sign stating ‘local traffic only’ should be located at the junction by Terry Wright cycles.
023 REQUEST FOR TRAFFIC CALMING ON WELLAND WAY AND OTHER TRAFFIC CALMING ISSUES
The Committee considered a request for traffic calming on Welland Way. Although the Committee were sympathetic to problems caused by speeding, as several other areas within Deeping St James were also affected it would not be practical to introduce it in all of these places. However it was proposed, seconded and unanimously agreed that Welland Way and Eastgate should be monitored by a temporary speeding sign during the Road Safety Campaign and that should results show an unreasonable level of speeding, traffic calming measures could be reconsidered. It was proposed, seconded and agreed that other areas to be monitored are Spalding Road, Linchfield Road, Broadgate Lane, Church St and Bridge St.
024 ARRANGEMENTS FOR UPDATED ROAD SAFETY CAMPAIGN
The Clerk reported that the police officer who coordinated the loaning of speeding warning signs and safety campaigns had recently retired and that she had been advised his replacement would not take up post until mid June. It had not been possible to have any information as to when the equipment would be available for loan but that there was a waiting list. However the Clerk reported some correspondence to be discussed at the full council meeting on the 20 May had been received from the Road Safety Partnership stating that another portable warning sign was available for loan. The Clerk had been informed the equipment will be available in July but that some training would be required for those using it and that it must be attended at all times. It was noted that several trained volunteers would be required. Due to the possible delay with the loan of the main equipment and subject to the full council agreeing with the loan of the additional equipment available in July, it was proposed and seconded that the Committee would recommend to full council that the safety campaign be in two stages. The first to take place in the first or second week in July, with a full advert in the Deepings Advertiser and the distribution of car stickers. The second to take place later, depending on when the rest of the equipment is available.
The Clerk reported that she had obtained a quote for the window stickers using the same company as the last campaign for £279 plus vat and that the Deepings Advertiser had quoted £95 for the advert and £14 per 1000 stickers distributed.(plus VAT). It was proposed, seconded that the Committee would recommend to full council that these quotations be approved.
025 LOCAL BUS SERVICE
The Committee discussed a letter referred from the full council from a local resident who was frustrated at the changes to timetable and fares which Stagecoach had recently introduced which had had an adverse effect on her travel to and from work in Peterborough. It was proposed, seconded that the Committee would recommend to full council that the Clerk write to the resident saying that although the Committee had much sympathy with the complaint, it was agreed that little could be done in addition to the campaigning which had already taken place and that it would not be financially possible for the parish council to subsidise a local bus service.
