BUS SHELTERS COMMITTEE

Minutes of a meeting of the Bus Shelters Committee held at 7.00pm on Tuesday, 21 January 2003 at The Institute. Present were Councillors Chambers, Warrick and the Clerk. No members of the public were present.

009 APOLOGIES FOR ABSENCE

Apologies for absence were received and accepted from Cllr Lewis, Chair of the Committee. In his absence, Cllr Chambers was elected Chair for the meeting.

011 MINUTES OF THE PREVIOUS MEETING

It was confirmed that the minutes of the meeting held on 20 November 2002 were presented to the Council meeting held on 28 November 2002 without adverse comment and adopted as a true and correct record at the meeting held on 2 January 2003. The minutes were therefore taken as read.

Broadgate Lane (North) Shelter (003.2)

The clerk reported that remedial works to the base of this shelter to prevent pooling of water should be completed soon. It was further reported that minor damage to the perspex pane of the information board had been caused as a result of vandalism and that repair had been arranged. This action was confirmed.

014 PROVISION OF BUS SHELTERS AND BUS STOP MARKER POSTS

The clerk reported that a site survey of all the locations previously approved for either a shelter or a stop had been undertaken with the Highways Surveyor and it had been intimated that consent would be forthcoming in all cases. In the meantime, approval was being sought from South Kesteven District Council and Lincolnshire County Council Highways as the landowners concerned. Information from the Statutory Undertakers with regard to the positioning of underground cables and services in the vicinity of each location had also been requested. During the survey, it was noted that the bus stop marker post proposed for the stop at the Crowson Way/Panton Close location would not be needed as a flag was attached to the adjacent light column.

Robinson Construction Ltd, the contractor appointed for these works, quoted £1,542.68 ex Vat for the preparation of the bus shelter bases. This was more than the budgeted sum of £1,250 but the Committee noted that 25% of this would be met by the L.C.C. grant and that there was sufficient remaining in the committee’s budget to cover the difference. It was agreed to recommend that this quote be accepted and that the order for the supply of three shelters and the construction of three bases at the locations previously identified in the sum of £9,817.68 be approved.

With regard to the supply and installation of bus stops, Robinson Construction Ltd quoted £46.47 ex Vat per post to supply, £104 ex Vat per post to install into a paved area and £78 ex Vat per post to install into grass. The total cost of the works at the remaining five locations would therefore be £648.35 ex Vat. As this was well within the budget allocated for these works, it was agreed to recommended that this be accepted and the order approved.

Members considered the need for provision of hard surfaces at bus stops where passengers currently have to step across a grass verge between the carriageway and pavement. It was noted that eight locations fell into this category and the committee agreed to recommend a programme of works, according to the committee’s finances, on a priority basis until all were upgraded. The clerk was instructed to obtain a specification from Lincolnshire County Council Highways and obtain quotes.
